To fight this epidemic, the Bad River Band of Chippewa implemented a holistic community-based harm reduction program to help people with addiction. By focusing foremost on reducing harm rather than just restricting use, it made strides in lowering overdose-related deaths. As a result, many resorted to heroin, then fentanyl.
