As foster care removals plummet, where’s the promised help for families?

The newest report from the Adoption and Foster Care Analysis and Reporting System (AFCARS) showed that the number of children in foster care dropped to 368,530 on September in 2022–a drop of 5.8 percent over the previous year 15.6 percent since 2018. But perhaps states are using their own funds to pay for these services?
